In Winter 2018, Dr. Lisa Cadero-Smith, Assistant Superintendent of Yelm Community Schools, conducted a research study for her doctoral dissertation on the topic of teacher professional development delivery in rural school districts. The purpose of the research was to elevate superintendent voice on a pressing matter impacting the equitable education of rural students. Dr. Cadero-Smith interviewed four superintendents in small, rural districts in Capital Region ESD 113 to understand their experiences delivering teacher training in remote settings. 

The study found superintendents face common challenges unique to the rural environment which hinder the delivery of effective teacher professional development. Challenges include inadequate fiscal resources, limited human capital, and geographic isolation. Given the high levels of student poverty and trauma in the districts studied and the importance of a quality education for all students, this matter requires regional and state action to ensure strong educational outcomes and post-high school opportunities for rural students.

Dr. Cadero-Smith and Dr. Andrew Eyres, Assistant Superintendent of Capital Region ESD, are seeking to expand superintendent voice on the topic of teacher professional development delivery in rural school districts and related matters. Dr. Eyres and Dr. Cadero-Smith would like to invite rural superintendents from Mason, Lewis, Grays Harbor, and Thurston counties to participate in a Rural Education Focus Group on January 22, from 12:15 - 2:00 pm, at Capital Region ESD 113. Dr. Cadero-Smith will briefly share the findings of her study as well as rural best practices gleaned from the current literature. The majority of time will be spent in focused dialogue to develop a deep understanding of current needs and solutions from the rural superintendent perspective. The information will be used to inform the ESD’s strategic plan and legislative agenda for 2020.
