This course is designed for Special Education directors and new Special Education teachers working in early childhood settings across Washington State. 

It provides a focused look at the Part C to Part B transition process — the shift of children from Early Support for Infants and Toddlers (ESIT) services into Early Childhood Special Education (ECSE) at age three. 

Participants will examine the legal timelines, compliance requirements, and interagency responsibilities that shape this transition, with particular attention to the leadership and instructional decisions directors and new teachers must make to ensure eligible children are identified, evaluated, and served without interruption. 

The course also addresses common compliance pitfalls, effective interagency agreements, and strategies for building a strong first-year foundation for teachers new to early childhood special education.
