Creating Belonging Through Access and Support challenges educators to move beyond providing supports only after students struggle and instead strengthen Tier 1 instruction so that more learners can access, participate in, and succeed in the general education classroom from the outset. Through the lens of Universal Design for Learning (UDL), this module explores how thoughtful instructional design creates equitable learning opportunities while maintaining high expectations for every student.

Participants will examine the distinct yet complementary roles of scaffolding, accommodations, and assistive technology, and learn how these supports can be intentionally integrated into everyday instruction to remove barriers without lowering academic rigor. Rather than viewing these practices as supports for only a few students, participants will explore how they benefit a wide range of learners and contribute to more inclusive classroom environments.

Through practical examples, reflection, and real-world application, educators will identify ways to strengthen Tier 1 instruction, increase student independence and engagement, and ensure that supports are aligned with students' strengths and needs.

Participants will leave with practical strategies and an actionable plan to design classrooms where barriers are reduced, access is increased, and every student has the opportunity to learn, participate, and experience a genuine sense of belonging.
