Description
This professional development course equips Washington State educators, school psychologists, and administrators with comprehensive knowledge to implement the state's transition from the severe discrepancy method to a Response to Intervention (RTI) approach for Specific Learning Disability (SLD) evaluations, effective in the 2028-29 school year. Participants will engage deeply with OSPI's Technical Assistance Papers to understand foundational IDEA requirements, evaluation procedures, discipline protections, confidentiality protocols, and the critical role of paraeducators in supporting students with disabilities. The course examines how RTI within a Multi-Tiered System of Supports (MTSS) framework promotes equitable identification practices, collaborative decision-making between general and special education staff, and data-driven eligibility determinations based on student response to scientific research-based interventions. Through analysis of WAC 392-172A regulations and federal requirements, participants will develop practical skills to conduct comprehensive evaluations, ensure procedural safeguards, implement behavioral supports, and provide Free Appropriate Public Education (FAPE) to all eligible students while addressing equity concerns related to overidentification of marginalized populations.
